I never thought of it from a top account point of view since very few people have that vs the hundreds/thousands at lower level that will struggle for the sake of the few top not stealing more. But I see what you mean. For the sake of 15, 5,000 will need to stake more LOL kind of ironic but I get it.

The change goes into effect after 24, so anyone that pumps there farm into banked during those 24 hours will get 8 hours worth of max stash + 6.9 more base. Also not everyone has a reason to used banked instead of just the accounts that were way above average in the 200%-300% extra farm range.
Yeah I originally had 39 parts in bank then in24hrs I went up to 159 parts I was like crap! But I made it in time.
