So where can you practice if you are a learner if car parks are out of bounds? I taught my kids in a car park before hitting the road as this is the safest way of doing it.

it's just a sign. People don't listen. They will continue to do it wherever they want. Car parks are, of course, a very popular method of doing this. The supermarket has signs as well but I think they have the attitude of if no one else is actually using the overflow parking lot, then what's the problem? I've never heard of anyone ever getting busted for this but then again, I also have never heard of anyone getting busted for running a red light or speeding or driving without a license.... the list goes on.
