I can understand why the 7-11 doesn't feed them because it would eventually be a problem that would chase away customers. It makes logical sense because where people are dogs will find food.

Unfortunately you are correct. I think that 7-11 probably tolerates this only because not doing so would get them some bad press and the minimart game is very competitive in Thailand. I think the statement on the part of their executives was mostly for PR purposes. I've not noticed any real initiative on their part to actually help out.
