it isn't really bad weather though. This is the same seasonal changes in the tides that happens ever year. What I think happened here is that years ago they made a slight miscalculation about where they should put this beach walkway and now they are slowly realizing that the ocean is going to claim it every year but since it is a major part of the tourism feature here, they have to keep repairing it because there isn't anywhere else to go.
