I'm no engineer but it seems to me like a seawall would need to go pretty damn far into the ground in order for it to simply remain standing. I don't even know how someone would approach that.

Yes I guess it would have deep foundations or find an alternative temporary solution. You see other places reclaim land from the sea so they have options and could do so much.
