well to be fair they do a pretty good job of that here. They have an entire police division called the tourist police at major tourism areas. These guys must get paid more or something because they speak English and have more official looking cars. Tourists aren't targeted per se for bribes either (although it does happen in some places) so I guess that is a good thing.
What they were hoping to accomplish with these photos is anyone's guess though. Were they trying to show that if you are drunk and acting crazy that they have non lethal methods of dealing with you?
