Interesting, never would have thought that myself but I guess it all depends on what you're comparing it to. Is it from a lack of services, or what causes it to be like that there?

A variety of causes: Lots of abandoned buildings filled with squatters and all that entails, dustbins get stolen and instead of replacing them because they are expensive and specific to the type of dump truck, people dump on corners. The council should provide skips or large dustbin solutions but don't and then there is a mentality of "Littering creates jobs" in certain sectors of society. Some people are out there sweeping their stretch of sidewalk every day but everyone has different ideas of care
