The system triggers votes on your behalf to other members posts only if you're not making votes yourself at all, e.g. you're away from keyboard or on holiday for a while (it waits for your power to go fully idle, your account regenerates its voting power at 2h per vote on hive), at that moment, when your vote is at its maximum value (if you vote more often your votes lose value) it selects the a post from other members who's balance between providing votes and receiving votes is the most altruistic, and votes on that post.
