Most of the people that used to be on Steem are here now, and since everything moved over, both posts and account balances it doesn't make sense to repost what you may have posted and gotten rewarded once on Steem.
Hive rewards are different than what people are used to on other places on the internet, it's stake along with liquid rewards in the form of hive backed dollars. That's why there's some extra rules such as not being rewarded twice for the same content else it would create an endless loop and some whales would just constantly vote the same person for the same content over and over and the ecosystem would quickly plummet.
For people who still want to reward your old content there are feeless tips possible on hive, recurring payments (patreon style) and eventually I assume some front-ends are going to do things like Brave where they reward authors that get traffic with adrevenue share.
Just dropping some info as to why things work the way they do and even tho hivewatchers often do come off as cold, the rules they attempt to enforce are for the greater good of the ecosystem and everyone in it.
