Piper
A piper is a Flautist or a bagpipe player or an individual who plays a pipe, particularly a vagrant or a musician.
Tune
A tune is a a melody, especially one that characterizes a particular piece of music.
The Pied Piper of Hamelin was an intriguing person who could influence people and animals with his melodic performances
The complete statement is, 'he who pays the Piper, dictates the tune' or 'he who pays the Piper, calls the tune. This is an English proverb which is been used to illustrate that one has to act according to a superior's wishes. The superior is the one who employs or is a person at whose instance one becomes a member of an organisation. He or she is the decision maker in the establishment.
A proving story
Joe was a man of integrity who does not act contrary to the dictates of his conscience. He believes in being straightforward, loyal and honest in all his doings. After leaving college, he faced the problem of unemployment which he suffered for a very long period of time. He eventually got a job in a company which led to a compromise of his standard. The company deals with the importation of rice. Whenever the bags of rice are put in the store, the workers were instructed of a device to reduce the quantity of the contents of every bag of rice put in the store by creating tiny holes inside the bags from where drops of rice are collected and re-bagged to increase the number of bags of rice for excessive profit making. Joe fell so reluctant to do this based on the standard of character which he has been used to. When his reluctance was reported to the boss, a strong treat of sack was placed before Joe. The fear of not wanting to lose the job which he had struggled hard to secure compelled him to compromise and dance to the tune of the boss saying 'he who pays the piper calls the tune.
So it is anyone who hires the piper to pipe that will give the tune that the piper will use to play.
