US President Joe Biden has declared a disaster in the state of Louisiana and ordered federal aid to complement recovery efforts in areas affected by Hurricane Ida, the White House reported on Sunday (29).
The Ida hit the continent as a Category 4 hurricane on Sunday afternoon (30), exactly 16 years after Katrina devastated Louisiana and Mississippi and left 1,800 dead and billions in damage.
With 230 km/h winds, the Ida is the 5th strongest hurricane in history to hit the continent, according to the Associated Press news agency.
More than a million customers in Louisiana are without electricity, according to the website PowerOutage.us, which monitors outages. In New Orleans, the supply is completely interrupted (see video above).

"Assistance can include subsidies for temporary housing and home repairs, low-cost loans to cover the loss of uninsured property and other programs to help residents and business owners recover from the effects of the disaster," the White House said.
The first death caused by the hurricane was confirmed on Sunday: a 60-year-old man who had his house hit by a tree near Baton Rouge, Louisiana's capital. This Monday, it was reported that a driver drowned in New Orleans.
This Monday morning (30), the Ida hit the state of Mississippi and was downgraded to a tropical storm, with winds of 97 km / h, according to the US National Hurricane Center (NHC, its acronym in English).
"A further rapid weakening is predicted," the NHC said, "and Ida is expected to become a tropical depression tonight."

'Important test' says governor
Louisiana Governor John Bel Edwards said on Sunday that Hurricane Ida would be "an important test" of the state's flood prevention system, expanded after the devastating passage of Katrina.
He told CNN television that hundreds of thousands of residents have fled their homes and that the situation "brings several challenging difficulties for us" as "the hospitals [are] full of Covid patients".
With low vaccination rates, Louisiana is among the states hardest hit by the pandemic — the 2,700 patients admitted on Saturday (28) are close to the highest levels of the pandemic.
Sunday also coincided with the 16th anniversary of Katrina, the devastating hurricane that flooded 80% of New Orleans and left 1,800 dead and billions of dollars in damage.
"It's very painful to think of another powerful storm with Hurricane Ida hitting the ground this anniversary," Edwards had previously said.

The Ida hit the ground in Cuba on Friday night (27), as a category 1 hurricane, causing material damage and power cuts, according to the newspaper "Granma" (see the video below).

At the same time, Nora left a Spanish minor dead and a woman missing in Mexico, in the state of Jalisco, after having touched the ground on Saturday (28) also as a category 1 hurricane.
The Nora lost steam on Sunday and was downgraded to a tropical storm in Sinaloa state, but continued to cause "heavy rain and flooding" in the southeast and west of the country, according to the NHC.
The previous weekend, another hurricane, Grace, hit the Mexican region of Veracruz as category 3 and caused the death of at least 11 people in the state and in neighboring Puebla.
Scientists have warned of an increase in the number of strong cyclones as the ocean's surface warms due to global warming, posing an increasing threat to coastal communities around the world.

"A assistência pode incluir subsídios para habitação temporária e reparos domésticos, empréstimos de baixo custo para cobrir perdas de propriedades não seguradas e outros programas para ajudar moradores e proprietários de negócios a se recuperarem dos efeitos do desastre", disse a Casa Branca.
A primeira morte causada pelo furacão foi confirmada no domingo: um homem de 60 anos que teve a casa atingida por uma árvore perto de Baton Rouge, a capital de Louisiana. Nesta segunda-feira, foi informado que um motorista morreu afogado em Nova Orleans.
Na manhã desta segunda-feira (30), o Ida atingiu o estado do Mississippi e foi rebaixado para uma tempestade tropical, com ventos de 97 km/h, segundo o Centro Nacional de Furacões dos EUA (NHC, na sigla em inglês).
"Um rápido enfraquecimento adicional está previsto", afirmou o NHC, "e espera-se que Ida se torne uma depressão tropical nesta noite".

'Teste importante', diz governador
O governador da Louisiana, John Bel Edwards, afirmou no domingo que o furacão Ida seria "um teste importante" para o sistema de prevenção de inundações do estado, expandido após a passagem devastadora do Katrina.
Ele afirmou à rede de televisão CNN que centenas de milhares de moradores deixaram suas casas e que a situação "traz várias dificuldades desafiadoras para nós", já que "os hospitais [estão] cheios de pacientes com Covid".
Com baixa taxa de vacinação, a Louisiana está entre os estados mais atingidos pela pandemia — os 2,7 mil pacientes internados no sábado (28) estão perto dos níveis mais altos da pandemia.
O domingo também coincidiu com o 16º aniversário do Katrina, o furacão devastador que inundou 80% de Nova Orleans e deixou 1,8 mil mortos e bilhões de dólares em prejuízos.
"É muito doloroso pensar em outra tempestade poderosa com o furacão Ida tocando o solo neste aniversário", já havia dito Edwards anteriormente.

O Ida tocou o solo em Cuba na noite de sexta-feira (27), como furacão categoria 1, causando danos materiais e cortes de energia, segundo o jornal "Granma" (veja no vídeo abaixo).

Paralelamente, o Nora deixou um menor espanhol morto e uma mulher desaparecida no México, no estado de Jalisco, após ter tocado o solo no sábado (28) também como furacão de categoria 1.
O Nora perdeu força no domingo e foi rebaixado para tempestade tropical no estado de Sinaloa, mas continuou provocando "chuvas fortes e inundações" no sudeste e oeste do país, segundo o NHC.
No fim de semana anterior, outro furacão, o Grace, atingiu a região mexicana de Veracruz como categoria 3 e provocou a morte de pelo menos 11 pessoas no estado e no vizinho Puebla.
Os cientistas têm advertido para um aumento no número de fortes ciclones à medida que a superfície do oceano esquenta devido ao aquecimento global, o que representa uma ameaça cada vez maior para as comunidades costeiras em todo o mundo.
