I agree with the premise of "tribe ownership;" in a sense it's like someone who has a piece of land for a farmer's market. The premise is "this land is available," but it's not the person with the land's responsibility to create a successful farmer's market.
I really like the premise of VYB, and I think it could become a great example of "community driven governance" in a sense... as long as it remains patently clear to everyone involved that there is no "they" driving the development, onle a "we."
