The reward pool in Hive is 65% of the inflation. If the agegate amount awarded depended on how we voted no such guarantee could be possible. POB generates 50 POB each ten minutes. I think it's something like summing the votes with weights what a post gets determines it's portion of the fixed pie. You can vote up burn posts though. That reduces the amount of POB.
