But it did! E-Estonia exists right now!! You can become a ciizen of E-Estonia provided you meed its qualifications or requirements. Geography doesn't matter-- if you were granted citizenship in E-Estonia and you live in, say, Belize, then you have the same rights and privileges as any othher citizen of E-Estonia.
The point of E-Estonia is that physical location doesn't matter anymore.
