I agree, but it would be a not completely automatic system. The idea would be a bot that understands through some plugins that content is stolen. That way he would warn not only the plagiarist himself, but the administrators as well. That way they would be actively looking at the problem. But these are just ideas, unfortunately far from being realized for the time being.
