Kind of yes. When the plant grows buds it stops getting taller and doesn't grow new big leaves. The plants energy goes just for the buds during that stage of growth. So it's important for the grower to choose the right time to start flowering. Because if the plant is too small then it won't give a lot of bud.

I was unaware of this fact, it is really interesting to think that the grower can control how much grows, how it grows and at what speed.
This is my favorite aspect of growing indoors. It is a more scientific approach where the grower indeed controls many more aspects than what is possible outdoors.
