As long as there are alternatives, then I have no issue with such a law. If not, I only see it making things more difficult for everyone in the long run. You're right, we don't need such a rule.

The more I talk the more I believe in that, if politicians create policies, implementing better public transport and even helping citizens get in touche with other ways to commute to work or study, it is going to be natural to not use cars that pollute the environment. So even no car will be necessary.
