Some people buy a car and end up parking it at home because they cannot afford the cost of maintenance and fueling, one thing is buying a car and another thing is maintaining it, the gearbox could spoil today and the mechanic asks for 2m to get a new gearbox and workmanship, for someone who struggled and saved money to buy the car, it might not be easy for him to afford the gear box at that time... One of my neighbors bought a Nigerian used car last year and now he has parked it in front of the house. The car's body is already rotten away, and the reason behind his action was obvious, the car was giving him problems and looked like he was already spending more than budgeted to fix it, he had to let go of it before the car put him in debt. As for the hive learner prompt about one car per family, I strongly disagree with this and that won't reduce the gas polluting the air, not every family can afford a car so not every family will use a car, for those who can afford it, it doesn't sound well to limit them to one car, let us assume the man and the woman are working in a different company and they need a car to take them to their workplace,e how would they cope if there is only one car for the family, or one of them want to travel to another state for days, how will the other members of the family move from one place to another especially when they need to move around in a car.
The reason why it won't reduce the carbon emissions polluting the air is because we still have commercial vehicles and a family that can afford two or more cars woul definitely have money to maintain it to keep it road worthy.... Most of the pollution is caused by commercial vehicles.

Passing a law that restricts family to own just a car isn't fair. It will only cause inconveniences at different areas. Every one in a family will have to depend on a single car.
From the environmental perspective, I think it will not be effective. In that case, I think the government needs to ban buying private cars if government wants to reduce pollution.
There's this saying that if you can't buy it twice, then you can't afford it. I think this could well be applied when purchasing a car. For the most part, the initial purchase price is just a tip of the iceberg, it's the usage and periodic maintenance that reveals the true cost of owning a car.
