Every human being alive and mentally stable is intelligent. Once you can acquire and apply knowledge and skills.
Going to school and getting good grades is a great measure of intelligence.
There are different stages of education and to acquire them we need education. From Nursery to secondary to university and then master and PhD( doctor of philosophy) and many more.
To acquire this needs an intelligent person.
Once you can acquire and apply knowledge and skill, then you are intelligent.
Going to school is a way to acquire more knowledge and this needs an intelligent person to accomplish that.
The market woman that sells pepper and tomatoes is very intelligent because she knows she needs to buy her good from a market that sells in wholesale so she can resell them to customers at a retailed price.
She also knows that people like strong tomatoes so she needs to separate the broken ones from the strong ones. So she sells all her goods. It takes an intelligent woman to make it happen.
The bus conductor has collected all the money of the people on the bus and he knows the accurate change to give back to them, isn't that intelligent?
Going to school helps us to acquire more knowledge, makes us exhibit and act intelligently and bring intelligent ideas to help the growth and development of the things around us.
Going to school builds an intelligent person to fit the current development of the country.
The invention of Mobile Communication has made everything easy, Everyone needs a mobile phone at some point in their lives and to use it effectively you must have had some education to be able to interpret and follow the commands in the phone.
CONCLUSION
We do not need to go to school to be intelligent we only need school to build our intelligence. With the current development of our country, Every intelligent person at some point in our lives needs education. This can be done at schools, workshops, homes and markets. Even while we play with our children, we develop their minds by educating them.
Not all knowledge we acquire from school we need some from home and the people around us.

Most of the time schools only test our memory; how well you can remember what you've been taught but they mostly don't to test you on how you can apply those things you learnt to solve real world problems (which is what it takes to be intelligent). Exactly, school is a great medium of developing our intelligence but it can't make us intelligent. I like the fact that you stated that we're all intelligent beings, I believe that too. It just requires a lot of effort to improve on it.
