Government subsidies in FMCs are really life saving to consider the level of economic allowance most people have.
The private favorites are businesses and they are not ran by tax payers money, some people don't even have health insurance, so if they don't want to pack up they better be ready to fill cost price and also make some improvements. So really your story is mostly a depiction on the the state of the nation. I be had to work in both places as a health care provider. The difference is stark clear.
The privates are definitely for the rich, except you have some insurances which not everyone has.
