Yes, dialogue is very important when disciplining children.

We are meant to talk about what the child did.
Ask questions like, what made you do what you did?
Doing this will help us understand the thoughts patterns and possible struggles the child may have and help us proffer solutions that will make the child make better choices next time
This should not only be the case for teenagers.

I believe as long as a child can talk, the parent should learn to dialogue with him/her

You'll be shocked what will come out of the dialogue.
