Where there are no rules, things could get chaotic and dangerous. The freedom to act without rules or restrictions will come with unlimited exposure to dangers as people will not think or worry of the dangers in their actions so long it benefits them. I can't even imagine a world without rules, even the Bible explained the importance of giving rules.
Right from the beginning of the world, there have been both written and unwritten rules, all to keep us as humans in check and have less things to worry about. Even though we have people who break the rules or laws of the land, we have many who are too scared to break those same laws, because of the punishment or consequences.
Now, imagine if there were no rules or everyone decides to not follow the set rules, a chaotic world is inevitable and it will actually restrict freedom than we have now with existing rules.
When people say "I want freedom in this or that", I think that's the best we can make for ourselves, we can not be totally free in this world. We are bound to set rules so long we are living as humans, as citizens and even as children to our parents. There are rules in every stage of our lives, in ways we can't create freedom ourselves.
Even with that as the case, there is still the freedom to follow the rules or not depending if one wants to face the consequences or not because some people have mind lol. So I won't say there's no freedom even with rules or laws put in place, there is freedom but the one we are able to create for ourselves, personal freedom.
We would agree that there are freedom that come with price, a lot of times, prices we can't pay or have the mind to give up for the freedom. It is just same as freedom in the midst of a world that has set rules wether written or unwritten, breaking them to experience whatever freedom that action could bring would come with a price.
I think there is no way we can live our lives as humans without rules or laws, our brains or our whole existence have been built to live by them, whether they were given to us or we make them ourselves. Rules from Government is one and can be very restricting as expected, but the discipline we undergo on our own is another.
So in essence, there's nothing like total freedom to experience as humans no matter how much we crave for it. We just pray for freedom in the things we can control and stay by the rules of our Government because even the Bible advices that, they are rules by the Government for the citizens that God allowed. We live freely in a bound world.
I doubt there's a better freedom than the one we have so long we are not caged to a place or made to stay in our houses everyday or even stopped from making contacts with our fellow humans. That's a lot of freedom for a world that is overtaken with so many rules or laws.

Too much freedom is not good. There must be a limit to it because too much freedom of one can snatch the freedom of others. So, it's better to have a boundary in freedom also.
