Very complete your post. the hope that a person will change their thinking and behavior will always be latent, but unfortunately due to factors of education or habit there are many who will not do it. This is why I maintain that if we think about giving people the opportunity to be rehabilitated, but we must also prevent and educate families and in schools, colleges and even universities, I think that's where the role of government comes in, if this were done conscientiously, of course the results would be seen in the medium term, would decrease the maintenance costs of prisoners in prisons, bad company, and rehabilitation costs in prisons.
For me, educating people is essential, it makes people grow as human beings and can be empowered with their attitudes.
Unfortunately, there will always be those who, despite this, do not want to educate themselves, but we have to have hope and provide education to those who really want to be rehabilitated, this is a good way, thank you for your opinion and for liking my post
