While the idea of limiting the one-car-per-family rule may be beneficial to society, as fewer cars on the road will reduce the carbon emissions and traffic congestion; it has its challenges as well. You see, this looks like a good law to pass, but obviously a double-edged sword, as these cars make life easier for people regarding transportation, but yet there's a concern about the dangerous gases being released in our environment by the many cars on the road.
The amount of carbon emissions that pollute the air on a daily basis are numerous and this isn't healthy for humans. It is worst when the many road users doesn't even care about fixing their car exhaust before applying the road but pollute the environment to the detriment of the lives of people in the society. I had a terrible experience today here in lagos state where almost every family has a private car. With the population in the state, traffic congestion has been a problem we have been suffering for years.
Imagine the thousands of cars that apply the road daily, hundreds of it are with exhaust issues as they drive, they release these gases in our environment. I perceived much of it today while on a static traffic and almost threw up.
I am not going to overlook the benefits of cars in our family because personally, I wouldn't prefer one car in my family as it would cause delay at different points, there's work to go with a car, there's school runs to attend to and errands to go with a car in the family, making things more easier. Also, One car doesn't serve us whenever our relatives visits and we plan to step out for fun activities and more other reasons but then, it is possible to adjust to the one car per family rule if only our government will play their part diligently.
Here in lagos state, the governor has made provisions for BRT buses to convey people at different locations in the state. Unfortunately, there are still many places where these bus hasn't covered. This type of bus looks comfortable and affordable and can contain good numbers of people at a go. Now imagine when the masses have access to this type of cars not only at the major road but at streets and in different local governments, I bet many families will drop their private cars save them stress of long driving and petrol as well and embrace this kind of bus.
Most people buying private cars is mostly for convenience, however if our government can provide such convenience through commercial transportation, then we are ready to pass one car per family law.
I am sure that with such provisions, we will have limited cars on the road and reduced carbon emissions.
Some families may find means of having multiple cars even with the rules in place but I still believe that the gases released in the atmosphere daily will be controlled no matter the defaulters. Come to think of it, this rule will definitely affect the automotive industry as their sales will be reduced and indirectly affect our economy in the long run. This is one other negative side of this law as well that needs to be evaluated.
Wrapping up, there's hardly an initiative with positive impacts only and without the negative impacts but finding a balance might be a step towards sustainability.

Without a doubt, it would be difficult to limit the number of cars per family, but I think this would harm the richer classes more. It would be more interesting to invest in good public transport and consequently people would think less about having a car, thus reducing carbon emissions, but a lot of money would have to be invested.
Obviously, the richer will feel hurt the more if this law is implemented but investing in good public transport will take lots of funds from the government but will reduce the carbon emissions.
People will definitely adjust and think less of private cars if their transportation needs are met.

You see, inasmuch as limiting a car per family is good especially when it comes to reducing carbon emissions, it would be a huge inconvenience to every member who needs to go somewhere urgently and start waiting for one member to bring the car. But as you said, if the government could play their part diligently, all well and good because these are people who make laws but still violate it.

If this law is pass life will not be easy for people there are some families that have large number like you say it will affect the economy of the country i don’t think that one family per one car will solve the problem of carbon emissions.
It wouldn't solve it but maybe reduce it to some an extent
