Rules and regulations, they say, are made to protect one weak individual from the other individual who is stronger. Some people abide by the rules of a given state, but some feel like they are above the law and they do whatever they like.
So far, making laws and punishing offenders, has proven to be effective, as it has greatly controlled and managed to stop people from committing many types of crimes.
Of a truth, the important of rules and regulations, and also punishing people who commit an offense, is very much obvious. A world without rules and regulations will be one where the strong directly bully the weak without going unpunished.
Even though here are rules and regulations guiding the activities of people, in some places, the rate of crime has risen to the maximum, probably due to the lackadaisical attitude of the law enforcement agencies. Surviving in these type of places can be really difficult.
Different types of rules, have different types of punishment faced by the rule breaker. There are different degree of crimes, ranging from a small crime to a big crime.
From my perspective, every crime is a crime and for each crime committed by somebody, there should be appropriate punishment. Welp, this used to be my mindset before the economy became as bad as it is today.
There are some certain types of crimes that I will be able to overlook depending on the motive behind that crime.
In my country, thieves are brutally beaten and most times, killed, not by the law enforcers but by the citizens. I have a friend, though not close, that was beaten and burnt because they stole something. Last year, I got news that the king of a neighboring community of my village, shot somebody dead because they stole something.
In the eyes of many people, stealing can never be forgiven. They see it as the worst crime that somebody can ever commit but for me, I can forgive a thief depending on their motive of stealing.
The economy is bad, and not everybody can survive in this type of bad economy even though they have a job. Workers are even the ones complaining the most. Yes, you may say that they have two hands, two legs and a normal functioning body, so they need to work, but then, their monthly income may not even be enough for their basic necessities.
Stealing is a crime that I can pardon and give a second chance, welp, unless that person is a chronic thief. I believe in giving thieves a second chance. I believe that there is a reason for everything. With a factual and a good reason, I can pardon a thief and give them a chance to repent.
I actually don't think the law is harsh on them, because it gives them a chance to repent after serving their punishment but the jungle justice is very harsh on them because it does not give them a chance to repent. Many people have died as a result of jungle justice.

You're right. The punishment for crime of theft goes far beyond proportion. Unfortunately, many people like your friend have experienced the brunts of jungle justice. Of course, nobody approves of stealing but, handing over such to the law would be a better option.
