And it doesn’t matter that new intros of people already here that already made an intro might have a problem using the tag again ?

I have no idea.
Some folks have gotten by with using the #introduceyourself tag twice, but some have been downvoted doing so, for 'tag abuse.' It was originally designed as a one-use tag, from what I was taught 4+ years ago.
Oh wow.. We had no idea about that.. Some amendments would be made to the community’s guideline as soon as possible. Thanks for calling our attention to it.
Sorry for the inconvenience, Let us update the guideline a bit, those who are old members of Hive & already used #introduceyourself tag once need not use it again when sharing their introduction post in Hive Learners community. This will be only applicable for the newcomers who are sharing their first introductory post.
