One car per family should be enough, but it depends on how good public transport is in your city. In my case, going to work in a private car is about 30 minutes versus 75 minutes by train (per 2 if you count the return journey home).
It is cheaper to travel by train than by car, but these extra 90 minutes of personal time per day are very valuable.
And yes, I would prefer to be able to use public transport to go to work, read a book and not have the problems of driving on some high density roads.
