The governor does not have the power to do that. It isn't able to be blocked by an emergency order. There is no emergency that would call for this action. The Governor has violated the constitution. By doing this, she has also violated her Oath of Affirmation. The Oath of Affirmation is an Oath to protect the rights of citizens guaranteed by the Constitution. It's a Constitution Oath. When an elected official violates the constitution or any law held in the territory or federal law, the citizens have the right to have an emergency vote to remove that person from office. A no confidence and oath violation election can be held without permission of the government, but usually a petition for the vote is made and brought to the Attorney General (unless it is the Attorney General, then it's the Governor) for a vote of impeachment by the citizens.
