Freedom is a natural state in which there is no governing or controlling authority.

Social dimensions of liberty are frequently restricted by law.

At this point in history, it's critical to acknowledge the responsibility that comes with our suggested actions. Cooperation with safety precautions during the epidemic is mistakenly stated to be an infringement of liberty all across the world. That is not the case. The United States Constitution guarantees and promises that all citizens will be treated with respect. There is no support for unrestricted freedom anywhere. The problem of restraint is clearly outlined in the Bill of Rights, and no one should ever feel free to reject it. The enthusiastic and thoughtful support of fellow citizens in their pursuit of happiness is what makes American freedom so valuable. Liberty is the decision of controlled freedom in the interest of all—-which eliminates any struggle against thinking negligence as a type of carelessness.

In general, liberty refers to unrestricted freedom. That is to say, when a person has freedom, he will be brave. Freedom, on the other hand, is the ability to choose one thing or action over another.

This is why democratic constitutions establish a goal of liberty while providing various sorts of freedom in order to fulfill the objective of balancing the rights of all individuals. Furthermore, this strategy provides a healthy balance of individual and social interests.

The difficulty with words is that they have different definitions depending on who uses them. It is very vital in the legal profession to have clarity on definitions, which is why there are specialized dictionaries (search up "legal dictionary") that go beyond spoken English.

I believe the answer lies in the details of the question, which alludes to one that analyzes the values of law-making institutions.

The following is taken from Black's Law Dictionary:
FREEDOM:

The absence of restraint; the state of being free; liberty; self-determination; the antithesis of slavery. The ability to act in the persona of a moral personality according to the dictates of the will, with no more checks, hindrances, or prohibitions except those imposed by just and necessary laws and social obligations.
LIBERTY:

Exemption from outside control is freedom. The ability of the will, in its moral freedom, to follow the dictates of its unfettered choice and to lead an individual's outward actions without limitation, coercion, or control from others.
The most crucial thing to remember is that you must also consider the concept of 'person.' You will see that 'a State' is a person if you do so.

Human rights are defined as liberty, while personal liberties are defined as freedom.
(One notion...) 'Civil liberties' Equals Freedom.

As Humans, we have the liberty to form governments and the freedom to do whatever is permitted by (under) the law.

We share the same liberties as everyone else on the planet, but we don't share the same freedoms.
