That was up to the mind set of the case worker who got his case. I'm happy for him, it's good to know that in some places this is possible. If you live in an urban setting, likely "liberal" (what a joke that word has become), you're likely to lose control of your kids.
I did ask and he said right to religion is a fundamental human right that he cannot be penalized with.
