It is a centrifuge. First, you do the laundry, next, you put the wet laundry in the centrifuge. While it works for a few minutes (it spins) the water comes out of the laundry. It will dry faster this way.

A (modern) washing machine has a built-in centrifuge or a separate one next to it.
