Okay I get all this, but should this account be flagged forever now? People make mistakes. He can appeal, which is a hassle. Is there no provision for ending the downvotes unless you appeal?
I don't downvote often, because I do not presume that I know the whole picture on anything. I don't want to. I just want to post my little stories and to have them be read. Simple. If someone is rude, or gratuitously downvoting me, I retaliate in kind. I know this is not the purpose of downvoting, but you must admit it happens quite a lot.
I remember how hard it was to be a newbie. There were many rules and etiquettes that I knew nothing about. HW left a nice message about plagiarism on at least one of the posts in question. That would most likely have been enough for this account, judging by his subsequent content.
Unless we have alot of people downvoting plagarism on daily bases, we have this shotgun method. We can't go in depth of these cases and the appeal period seems like working to keep hive abuse free. If this person immediately contacted HW by accepting what he did wrong, he might get a lower appeal period and it might have to ended already. An appeal period starts after someone appeals by accepting the fault and giving his keys is not atleast my fault.
I wish he gets a lower appeal period if he approaches clean even after this....
I marked his onboarder too. The content looks AI to me but can't say for sure before checking manually. If his onboarder is also suspicious then I will assume they both are same person based on my personal judgement and others don't have to agree with me. :)

How do you know who his onboarder is? I've often wanted to check that. I don't have an onboarder, I just joined steem way back when I wanted to escape FB.
I just visited profile from top to bottom. In intro post I found his onboarder name.
This detects introduction post of any user based on ofcourse text or tags...
