Yeah I confirm this, Kotor is more chill destination than Dubrovnik. We also visited Dubrovnik before coming to Split, well the truth is that I was speechless when I first saw the old town! I know that it is an overcrowded destination and very pricey as well, but for me it is totaly worth a visit at least once!
About Montenegro now, I totaly recomment a week there, there are so much things to see, beautiful beaches at every city, quaint old towns, very cheap prices for accommondation and food and also very kind and welcoming people. We are thinking about visitng next year again cause we only stayed for two days.
