I've made them at home a few times and they are pretty easy. They are basically just grated potatoes that are pan fried into a pancake form. The trick though is that you boil the potatoes first until they are 3/4 of the way cooked. Then you cool them off, grate them and cook for about 10 minutes per side. Until they are crispy on the outside and soft in the middle.
Recipes online say that you can grate the potatoes raw and drain the liquid but they don't turn out right when you do it that way - they are much more oily and not soft and fluffy in the middle, and they also take forever to cook that way.
