Not sure, may be he was expecting a very big one. No one bothers to litter if law is not enforced, that's the sad reality.

Yeah. But I don´t understand why nobody enforces the regulations. There would be 2 options: either people would be discouraged from littering by those fines and the place would then be nice and clean again, or people wouldn´t care about the fines and still litter the place but that would generate a lot of money through those fines and the money could be used in many useful ways... Basically anything would be better than what the current situation.
