These are mostly young people. The government is afraid to touch them since harshness against them can explode the situation. There are older people who are busier than those young people, hanging out in the streets, and there are people in the provinces. If/when several dozens of thousands of people from provinces come to Tbilisi, it will be another story. What we are seeing now is still the very beginning of the reaction.
