mass executions, concentration camps, "labor camps" for all members of civil society, any activists and even prominent Ukrainian citizens
puppet dictatorship, censorship
prohibition of European and Western values, human rights, etc.
Russian legislation
The civilian population must suffer in order to atone for their sins for Russia, to bear the brunt of the war (as Russians did for civilians in Bucha).
"Denazification" turns into "de-Ukrainization".
In short, this is a program of genocide.
