It is a docking (Hard Disk Hub). I have this connected to my laptop by USB 3.0 so I can have more storage available on my laptop.
I had a feeling.
I bought an External SSD a while ago, and I'm using it to backup my most important files, but I think the docking method is better for day-to-day usage.

Yes, I like this docking, specially because my desktop pc is broken, so I can still access to that information
Do you put your files on the cloud too?
I don't... The main reason, is that most of the files I want to keep are actually downloadable online. Most of my other files are on multiple of my devices just in case.
