Contrary to common misconceptions, after gaining independence in 1991, Ukraine never commanded actual control over the nuclear weapons stored within its borders; those weapons remained the jurisdiction of Moscow. The Budapest Memorandum, which exchanged these nuclear arsenals for security assurances, has proven largely ineffective.
