As production accelerated, so too did the reach of governmental authority. The wealth generated by industry enabled states to expand their economies significantly, even without direct access to natural resources. Importantly, the tools of industry equipped governments with the means to regulate and mobilize their growing populations. Yet, the initial impact of industrialization on warfare was mixed. While the state harnessed industry to conscript large armies, many military leaders hesitated to fully embrace new tactics and technologies, often clinging to traditional methods of warfare.
