While charter flights might initially appear economically favorable, they come with their complications. Firstly, the availability of a chartered flight is not guaranteed at a moment's notice. There may be weeks of waiting for a plane to be available due to existing contracts and other commitments. In this situation, the cost of holding detainees for additional days can quickly accumulate.
Most likely, the U.S. Immigration and Customs Enforcement (ICE) also utilizes both commercial airlines and charter flights regularly. Still, these arrangements require time to negotiate the contracting. The longer it takes to arrange a charter flight, the longer detainees remain in custody, compounding costs.
