The Nazis had an overarching plan known as Generalplan Ost, which outlined their intentions for Eastern Europe, including Soviet cities. Under Hitler's theories of Lebensraum, the Nazis aimed to conquer Soviet territory primarily for its resources, such as oil and grain. They saw the culture and population of the Soviets as obstacles to their goals and plotted to eradicate it. Expulsion of Soviet citizens and the resettlement of Germans was a key component, with predictions of millions of ethnic Soviets perishing during forced relocations. This plan encompassed not just rural areas but also targeted the cities that served as cultural and administrative hubs.
