Another significant city that experienced the weight of occupation was Kiev. Prior to its capture on September 19, 1941, Hitler aimed to reduce the city to rubble before occupation, though a shortage of bombs thwarted this goal. The consequences of occupation were nevertheless devastating: food became severely rationed, with many citizens experiencing starvation as the Germans confiscated much of the available supplies.
