Another significant city that experienced the weight of occupation was Kiev. Prior to its capture on September 19, 1941, Hitler aimed to reduce the city to rubble before occupation, though a shortage of bombs thwarted this goal. The consequences of occupation were nevertheless devastating: food became severely rationed, with many citizens experiencing starvation as the Germans confiscated much of the available supplies. The infamous Babi Yar massacre, where tens of thousands of Jews were murdered, marked a particularly horrific chapter in the city's history.
