Following the downfall of Milošević and the revolution that reshaped Serbia's political landscape in 2000, Vucic found himself in a transitional phase. The SRS became part of the opposition, but Vucic's political aspirations did not wane. He continued to champion a more radical nationalist agenda, often finding himself at odds with prevailing sentiments seeking reconciliation and a path towards European integration.
In a significant political realignment, Vucic left the SRS to form the Serbian Progressive Party (SNS) alongside former SRS ally Tomislav Nikolić. This move marked a strategic shift as he sought to appeal to a broader demographic, wherein his party began promoting the idea of modernization, economic reform, and potential European Union integration.
