As the colony evolved, so did the policies regarding land and governance. The British government, while attempting to moderate land appropriations, often created native reserves to contain African populations within the colonies, believing such measures would prevent unrest. However, they underestimated the resilience and resistance of the African people.

The early 20th century saw an increasing tension between the white settler population and the British government. While the government intended to safeguard African rights, settlers aspired to consolidate their control and wealth. Following World War I, when Southern Rhodesia's Royal Charter was revoked, white settlers were empowered to govern themselves with little regard for African interests.
