Electoral Districts and State-Level Voting
The setup of electoral districts is critical for the first vote, as candidates compete only against one another within the same district. The second vote, however, operates at the state level, as the total second votes accumulated by parties across their respective districts inform how many seats they will occupy in the Bundestag.
