Filling Seats
Once the number of seats has been determined for each party, especially based on the state-level calculations, the party's candidate list comes into play. Candidates are ranked on the list, allowing parties to fill available seats, beginning with successful district candidates, followed by other candidates in order of their ranking on the party list.
