Rwanda, a nation roughly the size of Massachusetts, is actively intervening in the DRC, which boasts a population nearly ten times greater and land area 89 times larger than Rwanda. The Rwandan forces are reported to have crossed into Eastern DRC, supporting a militia group known as M23—a self-identified Congolese rebel faction composed mostly of ethnic Tutsis. Despite claiming autonomy, M23 is significantly armed and backed by Rwanda’s government, leading both the United Nations and U.S. officials to classify it as a proxy force.
