Political Will and Collective Action
The biggest question remains: Is there enough political will among the EU’s member states to move toward a collective military effort? While unanimity among all 27 countries might be improbable, forming a “coalition of the willing” represents a plausible route forward. Such an arrangement could resemble existing agreements in areas like the Schengen Area, allowing participating countries to opt into the model while others choose to proceed independently.
Countries with significant military capabilities might provide the necessary funding and troops while balancing investments between their national forces and the EU army. This could enable small and medium-sized countries to streamline their military efforts by integrating with the collective force.
