Speculation regarding Kainerugaba's ambitions for the presidency is well-documented. In 2013, rumors of his father grooming him as a successor escalated when an army commander alleged the existence of a “Muhozi project,” purportedly designed to facilitate Kainerugaba’s rise to power. Discussions of Kainerugaba’s potential presidency are often fraught with tension; in 2021, when he was accused of involvement in human rights abuses during the electoral process, his detractors forewarned of an increasingly militarized and authoritarian Uganda should he ever assume power.
